BASMATI EXPORT DEVELOPMENT FOUNDATION

BEDF

 Objective

Basmati Export Development Foundation (BEDF) has been founded by APEDA under the aegis of Basmati Development Fund (BDF) with the objectives of development of high quality Basmati Rice, improvement in productivity, research and promotional aspects, development and dissemination of technology, development of forward/backward linkages and infra-structure development in respect of Basmati Rice. BEDF has been registered as a Society on 11th November 2002 under the Societies Registration Act XXI of 1860.

 Constitution

The management of the affairs of BEDF is entrusted to the Board of the Society as required under Section 2 of the Societies Registration Act, 1860 applicable to the National Capital Territory of Delhi. In addition to Chairman APEDA as Chairman of the BEDF Board, it includes nominees of the DG CSIR, DG ICAR, DRRI, CFTRI, two nominees of All India Rice Exporters Association, NABARD, four nominees of BDF, two members elected at the Annual General Body of the Society and Director of BEDF. The Director is responsible for day to day administrative operations of the Society, besides being ex-officio Secretary of the Society.

 Mandate

BEDF has a mandate to undertake and promote programmes for increasing awareness of the farmers in the Basmati GI area for cultivation of high quality Basmati rice for export and integration of activities of diverse stakeholders such as farmers, millers, traders and exporters for strengthening the supply chain. Facilities have been set-up for certification of various parameters of quality of Basmati rice including DNA fingerprinting.

 Activities Undertaken :

The Government of Uttar Pradesh has given 10.25 acres of land on long term lease to APEDA at the premises of Sardar Vallabhbhai Patel University of Agriculture and Technology, Modipuram, District Meerut.

1. Demonstration and Training Farm
Demonstration and Training (D&T) Farm has been set up over an area of about 10 acres where production of Breeder seed of Basmati varieties is undertaken as per the allocation made by the Department of Agriculture and Cooperation annually at the All India Rice Conference. Production of Foundation seed on farmersí land is undertaken on contract farming basis. This quality seed after certification is supplied to growers. The package of practices recommended by various State Agriculture Universities and ICAR are demonstrated to the progressive farmers, both for production of crop and the seed.

2. Awareness Workshops for Basmati Growers
Every year, during the Kharif season about 15 Workshops are organised in the Basmati GI area (viz; Punjab, Haryana, Himalchal Pradesh, Uttrakhand, Delhi, Western U.P. and Jammu & Kathua districts of J&K) to disseminate the information about improved package of practices to the farmers for quality production of Basmati rice for export. The faculty from respective State Agriculture Universities and ICAR institutions are associated with these Workshops. These Workshops are also addressed by leading exporters and All India Rice Exporters Association.

3. Laboratory for Testing of Quality and Authenticity
Laboratory for certification of authenticity of Basmati rice on the basis of DNA fingerprinting has been set up at the old campus of SVBP University of Agriculture and Technology at Roorkee Road, Modipuram. Facilites have been added for testing on other quality parameters including Pesticide Residues.
